PEIP's mission is to make affordable health, dental, and life insurance coverage available to all cities, counties, school districts, and other public employers regardless of size, location, or other factors. PEIP coverage was designed to provide long-term rate stability by pooling your group’s experience with that of other public employer groups.

The program is managed by the Minnesota Department of Management and Budget (MMB), the largest purchaser of employee insurance benefits in the state. Innovo Benefits Administration provides administrative support for the PEIP program.

Innovo Benefits Administration (Innovo) handles PEIP enrollment and billing, and is also responsible for proposals, enrollment meetings, and customer service. Innovo’s core staff has worked with PEIP since the program’s inception in 1989. The many years of experience have proven to be vital in dealing with the myriad of issues that arise in administering benefits for employers. Located in Bloomington, MN, the Innovo office is structured to support the following main areas: Marketing, Administration, and Customer Service.
